eMIM or systems for the administrative measurement of parameters of non-standard vehicles
Why eMIM?

Directive of 29 April 2015 2015/719 amending Directive 96/53 / EC of 25 July 1996 establishing, for certain road vehicles moving within the Community, the maximum permissible dimensions for national and international traffic and the maximum permissible load in international traffic, contains provisions ensuring some freedom for EU Member States to choose the method of checking overloaded vehicles.
HS WIM as a component of the eMIM system

Current pre-selection checks of the permissible total weight of WIM vehicles (Weigh-In-Motion) can be carried out by means of automatic systems located on the infrastructure or by means of systems placed in vehicles. In the event that a Member State decides to use pre-selection weighing devices for automatically sanctioning exceedances of permissible weight - HS WIM, then vehicle weighing devices would have to be certified. Certification is not required when automatic systems are used only for identification, i.e., as in Poland today, pre-selective weighing of moving vehicles.
Are DMC measurements in motion accurate?
The accuracy of measuring mass of vehicles in motion at high speeds, assuming the automation of measurement, is not constant and depends on many factors - weighing error difficult to estimate - such as vehicle speed, technical condition of the vehicle or temperature of the road surface on which WIM weight is placed. Considering the above, currently no final decision has been made as to the creation and implementation in Poland of an automatic weighing system for HS WIM vehicles, but works in this area are ongoing.
When will the first eMIM systems on the roads in Poland?
Plans to implement systems for weighing vehicles in traffic on roads managed by the General Director for National Roads and Motorways depend on the progress of work on the development of "automatically mandating" systems. Works on the development of automatic weighing systems, which would constitute the basis for imposing a penalty, have been ongoing since 2014 and are currently at the research stage, since 2016 formally in cooperation with the Main Inspectorate of Road Transport, GDDKiA and the Central Office of Measures as part of the "eMIM" project - consisting of on creating a basis for a project covering a wider scope than just weighing vehicles in motion - administrative measurement of parameters of non-standard vehicles. The results of this research should allow the development of proposals for technical solutions in the field of automatic measurements and proposals for legislative solutions. This would give the opportunity to make the final decision regarding the creation of an automatic system for weighing and penalizing overloaded vehicles in Poland.
